Submissions folders can easily be identified by their icon: 
. They should not be confused with assignments, which are also used to collect student submissions.
Easiest way to make sure your course area does not contain submissions folders is to enter edit mode from the top right corner and add the Activities block (Blocks / Add / Activities). If the new block does not list any submissions folders, your course area does not have them.
