The main characteristic phenomena and their representative parameter’s magnitude. 
The “structural” sub problems: planetary boundary thermo-mechanical layer, 
internal large-scale structures, internal tropopause boundary layers. 
The necessity and possibility of roughnification of mathematical description 
of atmosphere dynamics (polytrophic convective adaptation, cyclone - 
anticyclone structures etc.).
