Survey statistics has a long history in the Nordic countries - in university education, research and practice. The Baltic countries and Ukraine belonged to the Soviet Union until 1991 and started to develop survey statistics only after their independence.
Co-operation between Baltic and Nordic countries in the field of survey statistics began in 1992 - between universities as well as statistical agencies. A Baltic-Nordic network for co-operation on education and research in survey statistics grew continuously since 1996 to include six partner universities in Estonia, Finland, Latvia, Lithuania and Sweden: the Universities of Helsinki, Latvia, Stockholm, Tartu, Umeå and Vilnius. The activities have involved additional universities in the five countries as well as the five national statistical agencies and the five national statistical associations.
Since then the network has expanded to include partner organizations from Ukraine. Because of the extension, the network is now called the Baltic-Nordic-Ukrainian Network on Survey Statistics.
